I have a question regarding mental health in Ramadan. If a person is mentally unwell, are they exempt from fasting just like a physical illness?

Wa Alykum Assalam,
Mental illness is a serious illness. If this illness is permanent and person suffers from this illness during the entire year then the person OR his / her custodian should pay fidyah for each fast missed. If the illness can be cured then the person should fast when become healthy during any days of the year before the next Ramadan. Thanks
